Enhanced contracting modes
In support of the Tripartite Standards to adopt fair and progressive government procurement practices, MOE had revised the contracting modes with feedback from coaches and instructors, schools and NTUC National Instructors and Coaches Association (NICA) in 2021.
The key features of the revisions include:
- 80% commitment of estimated training hours for CCA contracts on Pay-As-You-Use Hourly Mode
- Recalibrated treatment for cancellation to incentivise desired behaviour by schools, coaches and instructors
These revisions were effective for quotations and tenders called from 17 Sep 2021 for services commencing 1 Jan 2022 onwards.
To provide greater clarity on the revisions, a set of slides (970kb) was shared with all MOE-registered instructors on 1 Oct 2021.
