Structured rotations help build dynamic fraternity of educators

We appreciate Mr Lin Chao Fa’s views on the structured rotation of senior Key Personnel in schools (“应重视教师归属感”, Apr 4).

The Ministry of Education (MOE) is committed to providing continuous opportunities for our educators to grow professionally throughout their careers. As part of this effort, we introduced structured rotations for senior Key Personnel, including Heads of Departments, School Staff Developers, Year Heads, and Lead Teachers after they have spent more than eight years in the same school. This provides them with the opportunity to share their experience and expertise in other schools, and continue honing their craft as professional educators. These rotations will also allow schools across the education system to continue strengthening their culture and flourish, while contributing to the development of a dynamic fraternity of educators.

We agree with Mr Lin that it is important to ensure stability in a school’s leadership team. Schools will have the flexibility to manage the pace of these rotations to maintain stability of the leadership team. We would also like to assure Mr Lin that the framework for the rotation of senior Key Personnel was developed and refined in consultation with school leaders and senior Key Personnel.

MOE and school leaders will work closely with senior Key Personnel to plan for their rotations, taking into consideration the needs of the schools and their staff, and facilitate a smooth transition. Where needed, we will also help senior Key Personnel identify suitable postings for rotation.

定期轮换制度可建立富活力教育团队

教育部致力于为教育工作者提供持续性的职业发展机会。为此,我们为在同一所学校服务超过八年的部门主任、学校教职员专业发展主任、年级主任和主导教师等资深主要人员推出定期轮换制度。这将让他们有机会与其他学校分享经验和专业知识,并继续磨炼专业教育工作者的技能。这些轮换还将使整个教育系统的学校继续加强其文化建设并蓬勃发展,有助于建立一个富活力的教育团队。

我们同意林先生的观点,即确保学校领导团队的稳定非常重要。为了保持领导团队的稳定,学校在轮换的进度方面具有灵活性。我们也向林先生保证,资深主要人员轮换制度是在与学校领导和资深主要人员协商后制定和完善的。

教育部和学校领导会与资深主要人员密切合作,在规划他们的轮换时,将学校及其教职员的需求考虑在内,并促进平稳过渡。必要时,我们也会协助资深主要人员物色适合调任的职位。
