Mitigating disruptions and ensuring equity for senior education personnel rotations in schools

Question
To ask the Minister for Education in light of the planned rotations for senior educational personnel in schools starting from 2027, how will the Ministry (i) minimise disruptions to the schools and (ii) ensure fair and equal opportunities for these personnel to serve in schools with different student profiles and resources.
Response
1. From 2027, MOE will introduce structured rotations for officers who have served as senior Key Personnel (KPs) for more than 8 years in the same school. This includes Heads of Departments, School Staff Developers, Year Heads, and Lead Teachers. Rotations will allow these KPs to gain new experiences and contribute to other schools.
2. Schools can defer rotations for a small number of senior KPs to mitigate disruptions. All senior KPs can apply for a posting to any MOE school with vacancies through MOE's internal posting exercise. MOE and school leaders will also help senior KPs identify suitable postings where needed.
