Enhancements to Edusave and MOE Financial Assistance Scheme to Benefit 350,000 Students in Government and Government-Aided Schools

To enhance the affordability of education for Singaporean primary to pre-university students, the Ministry of Education (MOE) will be enhancing the Edusave Scheme and MOE Financial Assistance Scheme (FAS), with effect from 1 January 2024. Adjustments will also be made to the miscellaneous fees structure in Government and Government-aided schools (GGAS).

Enhancements to Edusave Scheme and MOE FAS to Cover All Miscellaneous Fees

2. Currently, GGAS charge both standard and second-tier miscellaneous fees1, which are used to defray the cost of school materials and programmes for students. To strengthen financial support for Singaporean students, both Edusave and MOE FAS will be extended to fully cover all miscellaneous fees from 2024 (see Table 1). MOE is expected to spend an additional $3.8 million per annum to extend MOE FAS' miscellaneous fee coverage, which will benefit around 40,000 MOE FAS students. Another 310,000 non-MOE FAS students will benefit from being able to use Edusave to cover all miscellaneous fees, allowing parents to reduce out-of-pocket expenses for their children's educational needs, ranging from $78 (in primary school) to $162 (in Pre-University) per year for their child.

Merging of Standard Miscellaneous Fee and Second-Tier Miscellaneous Fee

3. From 2024, the standard and second-tier miscellaneous fee will also be merged into a single tier.2 This single-tier miscellaneous fee will be set at the sum of the standard miscellaneous fee and the second-tier miscellaneous fee (see Table 2).

No action is required for parents who are currently using their children's Edusave to pay for their second-tier miscellaneous fee, as automatic deductions will be made from Edusave to pay for the newly merged single-tier miscellaneous fee from 1 January 2024. Parents who are currently paying for their children's second-tier miscellaneous fee via other methods but wish to use Edusave to pay for the newly merged single-tier miscellaneous fee can submit the online Standing Order Form at www.moe.gov.sg/financial-matters/edusave-account/usage-of-edusave-funds using either parents' SingPass login.3 Parents can also submit the online Standing Order Form via Parents Gateway, under the 'Services' tab.
