New building consolidates MOE staff and operations at a single location

1. The Ministry of Education (MOE) will begin the construction of the Goh Keng Swee Centre for Education (GKSCE)1 from 2025. This new building, located at North Buona Vista Drive, allows MOE headquarters staff from various sites2 to consolidate at a single location together with the adjacent MOE Building. This move will also free up land in various parts of the island for other uses. In addition to the Academy of Singapore Teachers and various MOE Divisions, the new building will house specialist academies3 and training facilities dedicated to the professional development of our in-service teachers.

2. The 30-storey tower will occupy a site area of about 5,000 square metres, with an estimated gross floor area of 65,000 square metres and accommodating approximately 2,000 staff. It will house the MOE Heritage Centre4, which will showcase the history of Singapore's education system and highlight Dr Goh Keng Swee's legacy and contributions to education. The building is designed to be a Super Low Energy building5, with sustainable features such as solar panels and district cooling system. Artist's impressions of the GKSCE can be found in the Annex.

3. Together with the existing MOE Building, the GKSCE represents MOE's commitment to meeting Singapore's evolving educational needs by creating a collaborative workspace and fostering synergy among our staff. It is hoped that the new complex will be a symbol of the importance of education to Singaporeans.

4. The GKSCE is projected to be operational in 2029. MOE will implement measures to minimise disruptions to surrounding areas and businesses during the construction period, including traffic management and noise control. We thank residents and businesses in the vicinity for their understanding.

  2. These sites are: MOEHQ (Balestier), MOEHQ (Grange Road), MOEHQ (Ghim Moh), School Cluster Centre, Singapore Centre for Chinese Language and the Academy of Singapore Teachers. Future plans for the vacated sites are currently under study by the relevant agencies, and more information will be shared when ready.

  3. These specialist academies are the English Language Institute of Singapore and Singapore Teachers' Academy for the Arts, currently sited within Academy of Singapore Teachers, and the Singapore Centre for Chinese Language at Ghim Moh.

  5. GKSCE will be designed to meet Green Mark Platinum Super Low Energy Buildings standards to achieve at least 60% energy savings above 2005 building codes.
