Infosheet 2: Enhancing Support for Mid-career Individuals under the SkillsFuture Level-up Programme

- The SkillsFuture Level-Up Programme (SFLP), jointly introduced by the Ministry of Education (MOE) and SkillsFuture Singapore (SSG) in 2024, is a significant commitment by the Government to make SkillsFuture as a key pillar of our social compact. It supports Singapore Citizens aged 40 and above, who are at higher risk of skills obsolescence, to pursue upskilling and reskilling to stay relevant and competitive amidst a rapidly changing economy.
- The SFLP has been progressively implemented:
- On 1 May 2024, all Singapore Citizens aged 40 and above received a SkillsFuture Credit (Mid-Career) top-up of $4,000 that does not expire. It can be used for a curated list of over 7,000 courses based on their employability outcomes. As of 31 December 2024, more than 28,000 individuals have utilised their credit to offset out-of-pocket course fees. Subsequent cohorts of Singapore Citizens will receive the $4,000 top-up in the year they turn 40 years old.
- From Academic Year 2025, all Singapore Citizens aged 40 and above will qualify for Mid-Career Enhanced Subsidy for another full-time diploma programme offered at MOE-funded institutions, even if they had previously received government subsidies or sponsorship for a diploma or higher-level qualification.
- At the 2025 Committee of Supply debate, MOE announced that Singaporeans can apply for the SkillsFuture Mid-Career Training Allowance for full-time training from 10 March 2025. The Training Allowance will be further extended to eligible part-time training from early 2026.
SkillsFuture Mid-Career Training Allowance (TA) The TA supports mid-career individuals pursuing long-form training. All Singapore Citizens aged 40 and above will be eligible for a total of 24 months of TA over their lifetime. The TA supports both full-time and part-time long-form training, and individuals can decide which type of training best suits their needs. The TA amount and respective implementation dates for full-time and part-time training programmes vary. Full-time programmes (from 10 March 2025) Individuals who pursue eligible full-time, long-form training will be able to tap on the TA to partially address the loss of income when they take time off work. Individuals with income in the latest-available 12 months will qualify for the full-time training allowance. The monthly TA is computed at 50% of one's average income over the latest-available 12 months, with a minimum allowance of $300 and maximum allowance of $3,000. About 600 full-time long-form programmes are eligible for the income-based full-time TA, and will be listed on the MySkillsFuture website. Those who enrol in an eligible programme can apply for the full-time TA from 10 March 2025. The training allowance will apply to eligible ongoing and new training from 1 April 2025. Part-time programmes (from early 2026) From early 2026, mid-career Singapore Citizens who opt to continue working and pursue part-time training can tap on the TA to defray training expenses. The monthly part-time TA of $300 supports incidental training expenses such as books and transport. More details will be released later.
