Register for MOE Kindergarten
5. Documents required after accepting offer
Based on your submission of the application form during the MOE Kindergarten (MK) registration exercise, the MK may contact you to submit supporting documents (where applicable).
You will receive an e-mail notification to submit the PO 1 Declaration Form by the specified deadline. The MK will contact you if they need further information.
1) Household Members’ Identification Documents
- Parent(s): NRIC of parent(s) living at the same residential address as the child.
- Unmarried sibling(s) of registering child: Birth certificate / NRIC of child’s unmarried sibling(s) living at the same residential address.
- Grandparent(s): (i) Parent's Birth Certificate to show relationship between parent and grandparent(s), and (ii) NRIC of child’s grandparent(s) living at the same residential address.
2) Household Members’ Supporting Documents
Household members’ monthly gross income should be reflected before employee Central Provident Fund (CPF) deductions and should include regular allowances (e.g. transport allowance) and other sources of income (e.g. pension, alimony, rental income). However, one-off payments, annual bonuses and full-time National Service (NSF) allowance should be excluded.
- Household members who are employed: Latest pay slip or letter from employer certifying income at the point of registration.
- Household members who are self-employed: Declare income based on the average income earned in the last 3 months. Latest IRAS Notice of Assessment (if any) at the point of declaration.
- Household members aged between 21 and 63 who are unemployed: To be considered unemployed, the household member should not be working for at least the last 3 months. Otherwise, the last drawn income will be considered for household income assessment.
- Household members in full-time National Service: Military Identification Card (11B).
Note: The declarant submitting the PO 1 Declaration Form will provide the employment status and income on behalf of all eligible household members.
If your declared information subsequently fails to meet the GHI or PCI criteria for PO 1 admission. MOE reserves the right to require your child to give up the place allocated under the MK Registration Exercise.
For a yet-to-be completed property
- Its delivery possession date or vacant possession date should be no later than 30 June 2026.
- During registration, you are required to declare that you will move into the declared address of the yet-to-be completed property no later than 30 June 2026.
- You will be contacted to submit the following depending on your property types:
- For HDB Flat: A copy of the Agreement For Lease (AFL), which can be downloaded from My HDBPage.
- For private property: A copy of the original Sales and Purchase agreement.
For a resale property
- During registration, you are required to declare that you will move into the declared address of the resale property by 2 January 2026.
- You will be contacted to submit the following depending on your property types:
- For HDB Flat: A printout of the resale flat status from the HDB Flat Portal. It must indicate that HDB has received your application to buy a resale flat.
- For private property: The exercised Option-To-Purchase (OTP) and buyer's Stamp Duty Certificate.
The caregiver must be:
- The child’s grandparent, or a sibling of the child’s parent.
- Living within 1km from the MK.
During registration, you are required to declare that you want to use the address of a caregiver.
You will be contacted to submit:
- Caregiver’s NRIC.
- Birth certificate of parent and of the parent’s sibling, if applicable.
If balloting is required, and your caregiver's address is within 500m of the MK, your child will be balloted together with those of the same citizenship living between 500m and 1km.
During registration, you are required to declare your marital status, and will be contacted to submit:
- Marriage Record Search from the Registry of Marriage or Registry of Muslim Marriage, indicating that the child’s parents were not married.
- Death certificate where one parent is deceased.
Joint Custody
You will both need to agree on the choice of school for your child. Only one parent is required to submit the application form.
During registration, you are required to declare that you have sought consent from the other parent to register your child for MK.
- If you and your current or former spouse cannot agree on the choice of school, you may apply for a Court Order from the Family Justice Courts or the Syariah Court. If you are represented by a lawyer, you may wish to approach your lawyer to apply for a Court Order. As the timeline for registration is tight, try to do so at least 3 months before your child's MK registration.
- We will process the child’s registration based on the choices made by the parent authorised in the Court Order.
- If there is a dispute about your child’s enrolment that cannot be resolved, MOE reserves the right to remove your child from the MK.
Sole Custody
As the parent with sole custody, you may register your child for K1 in an MK.
You will be contacted to submit:
- The Court Order setting out the custody arrangement. Ensure that the names of the child and parents, and the custody granted are clearly visible in your submission.
During registration, you are required to declare that if there is a dispute over your child's enrolment that cannot be resolved, MOE reserves the right to remove your child from the MK.
You will be contacted to:
- Contact any polyclinic or private clinic to schedule an appointment for your child’s vaccination.
- Furnish the official records downloaded from National Immunisation Registry (NIR) as proof of vaccination, if required. Alternatively, you may provide your child’s proof of vaccination by accessing your Singpass app (select ‘My Profile’, followed by ‘Family’ and the information is available under the field ‘Fulfilled Preschool Vaccination Minimum Requirement’). Health Booklet records will not be accepted.
